Secure by Design: A Guide to Cybersecurity Best Practices

Published on: July 8,2025 Published in: Cyber Security Data Protection Guidance Insights

Every second, new cyber threats emerge, targeting the data and systems businesses rely on most. The only effective defence is to embed security from day one, building resilience before vulnerabilities can be exploited.

In today’s complex threat environment, proactive controls are no longer optional, they’re mission-critical.

One leading approach gaining momentum is the Government-mandated Secure by Design (SbD) directive. But what is Secure by Design, and how is it being implemented in practice?

What is Secure by Design (SbD)?

Within the UK Ministry of Defence (MOD) and other governmental departments, Secure by Design (SbD) marks a cultural shift from traditional, static system accreditation to a model of continuous cybersecurity assurance and risk management.

This modern approach integrates security considerations throughout the entire information lifecycle. The primary goal of SbD is to identify and mitigate cybersecurity risks early in the system development process, reducing the need for costly retrofitting of security features at later stages.

SbD ensures that security is embedded from the outset, making it a core element of system design, development, and deployment; not just an afterthought.

Background of Secure by Design

The concept of Secure by Design arose from the urgent need to counteract growing cybersecurity risks within increasingly complex systems. For government systems in particular, ensuring that appropriate security controls are identified, implemented, and regularly tested is vital.

Historically, security was often added at the end of a project, leaving systems exposed and vulnerable. SbD addresses this by adopting the “shift security left” philosophy, embedding cybersecurity best practices from the initial planning stages. This is often guided by industry-recognised security standards and frameworks.

Key Principles

The core principles of SbD focus on building security into every layer and process:

Defence in Depth: Apply multiple layers of security controls to reduce the risk of compromise.

Security from the Onset: Integrate appropriate security features at the beginning of the system or project lifecycle.

Continual Risk Management: Regularly assess and respond to changes in the cybersecurity threat landscape.

Stakeholder Engagement: Ensure that cybersecurity risks are understood and managed by all relevant stakeholders.

Accountability Principle: Empower individual programmes, projects, and teams to own their risk posture. Authorised personnel must understand, evaluate, and decide whether to treat, tolerate, transfer, or terminate risks.

Implementation of Secure by Design

Effectively implementing SbD requires a structured, proactive approach that includes:

Adopting Proven Cybersecurity Frameworks

Use recognised security frameworks to guide planning, implementation, and governance activities.

Proactive Security Testing

Conduct ongoing security testing, such as threat modelling, vulnerability scanning, penetration testing, and business continuity and disaster recovery exercises, to stay ahead of emerging threats.

Gathering Security Assurance Evidence

Collect and document relevant assurance evidence—such as updated risk registers, penetration test reports, security milestones, and posture assessments—to demonstrate commitment to cybersecurity to stakeholders.

Continuous Improvement

Regularly review and enhance security practices based on the evolving cyber threat landscape and lessons learned from previous incidents.

Building Resilient Systems

Secure by Design is not just a checklist of technical requirements or a linear stage-gated process. It represents a fundamental cultural transformation in how organisations approach cybersecurity and risk management.

By embedding security from the earliest stages of development, organisations, particularly those in defence and government sectors, can design systems that are resilient, reliable, and secure by default. SbD supports continuous improvement, enhances trust, and ensures a proactive stance against cyber threats.

Implementing Secure by Design principles empowers organisations to build secure systems that meet both operational needs and evolving security compliance standards.
